States with licensed online casinos (where residents can also access offshore crypto platforms): New Jersey, Michigan, Pennsylvania, Delaware, Connecticut, West Virginia, Rhode Island. These states have regulated domestic markets but do not block access to offshore crypto sites.
States with licensed sports betting only (no casino licence): Arizona, Colorado, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Massachusetts, New York, Ohio, Tennessee, Virginia, Wyoming, and others — residents in these states frequently access offshore crypto casinos for full casino games unavailable domestically.
States with no online gambling licences: Alabama, Alaska, Georgia, Hawaii, Idaho, Minnesota, Missouri, Oklahoma, South Carolina, Texas, Utah, and others — no state licence exists, and offshore crypto casinos operate freely without documented prosecutions of individual US players. The
Wire Act (1961) was interpreted to apply to sports betting only; the DOJ's current position does not extend it to casino games. The
